What Is Grievance Day?

Grievance Day is the formal and required process for property owners to challenge their assessment under New York State law.

When Can I File?

Applications will be accepted:

  • May 1, 2026 through May 26, 2026
  • Final deadline: 8:00 p.m. on Tuesday, May 26, 2026

IMPORTANT: Applications received after 8:00 p.m. on May 26, 2026 will NOT be reviewed by the Board of Assessment Review. Mailed applications must be received on or before 8:00 p.m. on May 26, 2026 regardless of mailing postmark.

Required Form: RP‑524

To file a grievance, you must submit:
New York State Form RP‑524 – Complaint on Real Property Assessment

  • All four (4) pages must be completed (see Supplemental Instructions for Filing a Grievance Application below)
  • The form must be signed
  • Incomplete or unsigned forms cannot be accepted
  • Three (3) copies (and originals) of the application and all supporting documentation are required

In Person: Visit the Assessment Office in Perinton Town Hall, 1350 Turk Hill Rd. during normal business hours (9a-5p weekly).

IMPORTANT: If emailing or mailing your application, please clearly state whether you are:

  • Appearing in-person with the Board of Assessment Review or not

Appointments with the Board of Assessment Review

  • Appointments are scheduled only after a completed RP‑524 and documentation are submitted
  • Appointments are scheduled in the order applications are received
  • Adjourned hearings will be scheduled if needed
  • Requesting an appointment does not guarantee a specific time

NOTE: You are not required to appear in-person for your grievance to be reviewed. If you are emailing or mailing your documents, please state if you will be in-person or not.

Supporting Documentation (REQUIRED)

The Board strives to give full and fair consideration to every grievance; however, it cannot do so without information from the property owner to support their complaint. The following types of supporting documentation are helpful in determining your property’s market value and should be provided with your grievance complaint form, if applicable:

  • A recent sale of the property (copy of closing statement).
  • A recent listing of the property showing the asking price, time on the market and any offers made.
  • Recent sales of similar properties in your neighborhood. Information regarding recent sales of properties is available in the Assessment Office and on the Town website. Click here
  • A recent appraisal of the property. If you submit an appraisal that was prepared for financing, estate, etc., the BAR will review them. If an appraisal is submitted where the scope of the assignment is specific to challenging the assessment, the valuation date per NYS RPTL must be noted as prior year July 1, 2025.  
  • Cost of construction, if recent or new construction.
  • Rental information, if property is income producing. The BAR requires a minimum of three (3) years of income and expense data.
  • Photographs showing significant problems with your property.
